Pardarshi Kisan Seva Yojna (PKSY)

Agriculture sector plays an important role in the development of the state and country but the farmers are facing several problems. To solve these problems, the government has implemented many schemes. The government has resolution to ensure that these Welfare schemes reach the eligible beneficiary but till date, whatever monitoring system was used, they failed to make the system transparent. To solve this problem, Electronic Hand Held device/Mobile Data Collector will be used for providing services and facilities to the farmers by using Information Technology through which the beneficiary farmer will get online printed details and photo and thumb impression of that farmer along with complete details will be captured by the bio-metric system established in that hand held Device. The details of the benefit provided to every farmer will available on server and web portal of the department as the device is online which can be seen and print out taken by any person. In the scheme, where the benefit is to be transferred directly in the bank account of beneficiary, after the material is distributed/sold on subsidy, details of beneficiary which includes details of bank account also, will be received from the computer and drawing authority will transfer the amount through NEFT/RTGS.

On the other hand, it is necessary for good financial management that the fund is spent in appropriate head and future strategy can be prepared by analysis of the figures. For this, monitoring of scheme will be ensured under the supervision of financial specialist. On the basis of financial progress, details of physical report will be prepared. To ensure release of maximum fund in favor of state government, Fund Utilization Report will be submitted in time to Government of India.

Transfer of fund directly in the bank account of beneficiary within three days after the decision from treasury/bank will be ensured through software.

This scheme is implemented with the objective that the information technology will be helpful in gaining the trust of the farmers in the department and making the whole arrangement transparent.

Objective of Scheme: -
- “Right of farmer to their doorstep”, Online monitoring of the schemes by connecting all offices of the department by computer network, bring transparency in working of the department and ensure reach of general public to the department by making computer technology more useful for the farmers.
- Ensure completion of all activity from micro to macro level without any defect.
- Preparation of effective strategy for growth in farm production and productivity by analysis of computerized figures.

Implementation of Scheme
First of all, farmers will be provided the information about what are the benefits that government will provide to them. After that, the farmers or labor will be registered who wants to take benefit of the scheme.

Why registration is mandatory for Farmers and Labor?
By Government Order no.811/12-3-2014-100(61)/2012 dt.23.07.2014, transparent process for selection of beneficiary has been decided and registration has been made mandatory to get the benefit of schemes of Department of Agriculture.

- Mandatory registration will make the selection process transparent.
- Selection of beneficiary will be done in order of registration and according to government policy, priority will be given to weaker farmers in distribution of subsidy.
- Important data base of the farmer will be prepared by identifying the beneficiary.
- Mandatory registration will stop providing benefits to some selected farmers and labor and number of beneficiaries will increase.
- Details of the benefits provided to the farmers under the scheme of Department of Agriculture will be available publicly.
- Registered farmers and labor will get information about government schemes on mobile phones in time.
- Once the farmer is registered, he can get the information by giving his registration number.
- Departmental strategy can be formulated according to the need of the registered farmers and labors.

Documents Necessary for Registration-
Photo copy of following three documents is required for registration: -
- Any one of these-Voter ID card/Adhar Card/Passport-For identification of beneficiary.
- Khatauni (Not required for labor)-For identification of land.
- First page of bank pass book which carries details of beneficiary-For direct transfer of benefit in bank account.
